The Campaign effort is designed to fill the
gap that has long been apparent between the "study" portion
of improvement efforts and the actual "doing" of the improvements.
The Lancaster Campaign charges the study groups (Action Groups)
with the study and the implementation of their recommendations
relating to any one of the
ten-point vision
statement that serve as the foundation to The Campaign
effort.
