EDAG Summary

The Economic Development Action Group (EDAG) is currently assisting the City in two particilarly important endeavors.

1.  The first endeavor is to provide interim assistance to the City about possibly reintroducing streetcars to the City of Lancaster. Working with City Staff, and representatives from RRTA, the Parking Authority and local stakeholders, as well as Mayor Gray, Senator Armstrong and Representative Sturla, we are building on the feasibility study completed by the Red Rose Transit Authority.

2.  The second endeavor is to complete a study on Mobility, Access and Parking (M.A.P). We will soon provide a report to the Mayor and Council that outlines a variety of ideas on how the City, Parking Authority, RRTA and others can improve mobility, access and parking. Lots of items propel us on streets and sidewalks from A to B, including our legs, our personal cars, rented cars, taxis, trains, bikes, wheel chairs, streetcars, trolley buses, even segways. Currently, many local organizations are offering solutions regarding mobility, access and parking in Lancaster City with the hope of improving people’s lives and improving the economic viability and desirability of public and private attractions. These organizations include the Lancaster Alliance, the Parking Authority, Traffic Commission, Red Rose Transit Authority, County Government, Downtown Investment District, James Street Improvement District, major and minor attractions, Lancaster General Hospital, and public and private landowners. In spite of improving efforts by this administration to coordinate efforts, these entities sometimes fail to realize what the other entities are doing. Sometimes, they miss innovative or cooperative solutions because these solutions are not seen as part of that organization’s mission or because they fail to cooperate. This report will:

  • Consolidate information regarding all of these organizations’ efforts
  • Provide a menu of ideas to entities impacting M.A.P. for future consideration and possible implementation
  • Provide an outline of WHAT can be done, not necessarily HOW it can be done
  • Foster innovation and new thinking
  • Enable organizations to better take individual action while better coordinating with other entities
